Information

Zhang Guobao, director of the National Energy Administration, said at a national energy conference recently opened that in 2010 China will vigorously develop renewable energy and nuclear energy and strive to increase the proportion of primary energy consumption by 0.5 percentage points from the previous year for non-fossil fuels.

In recent years, China has newly started the construction of 8 nuclear power plants with an approved scale of 31.4 million kilowatts and a scale of 20.67 million kilowatts under construction, accounting for over 30% of the world's nuclear power units under construction. It has become the country with the largest nuclear power under construction in the world. The third generation of nuclear power relying on independent projects, the world's first batch of AP1000 units, respectively, in April last year in Zhejiang Sanmen, September started construction in Shandong Haiyang.

Zhang Guobao said that in 2010 the country will actively promote nuclear power construction. Study and adjust long-term and medium-term nuclear power development plans, accelerate the development of nuclear power in the coastal areas, and actively promote inland nuclear power projects. Strengthen nuclear safety and quality control, grasp the pace of nuclear power approval and construction, and adapt nuclear power construction to the existing technical equipment, professionals and safety supervision powers. We will strengthen personnel training in nuclear power and promote localization of major nuclear equipment.

In 2009, significant progress was made in renewable energy. According to statistics, in the first 11 months, hydropower was newly installed in China, with wind power accounting for 29.35%, an increase of 3% over the previous year. It is estimated that new hydropower installed capacity will reach 17 million kilowatts and hydropower installed capacity will reach 190 million kilowatts. It is estimated that the annual installed capacity of wind power will exceed 20 million kilowatts, with an additional installed capacity of 8 million kilowatts and under construction of 10 million kilowatts.

Zhang Guobao said that in 2010 the state will rationalize the development of hydropower and continue to focus on the construction of large-scale hydropower stations under construction such as Xiluodu, Xiangjiaba, Jinping No.1 and No.2, Pubugou and so on, and handle the early stage of hydropower stations in the middle reaches of the Jinsha River and the Lancang River Basin Project approval. Promote the large-scale use of wind power, and continue to promote the construction of large-scale wind power bases. In particular, offshore wind power should be carried out to coordinate and solve the problems of consumption and distribution in the wind power market in Inner Mongolia, Jiuquan in Gansu, Baicheng in Jilin and Zhangjiakou in Hebei. In accordance with the scientific planning, the principle of moderate development, start the solar power domestic market. Construction of Dunhuang, Gansu 10 MW photovoltaic power plant demonstration project. In areas with abundant solar energy resources, a number of large-scale solar power stations will be built. At the same time, the development and utilization of biomass energy and other renewable energy sources.

Energy Bureau: 2010 plans to shut down small thermal power units 10 million kilowatts

Zhang Guobao, director of the National Energy Administration, said at a national energy conference recently opened that in 2010 it is necessary to continue to push forward the policy of "increasing pressure and reducing pressure on large units" and the country plans to shut down 10 million kilowatts of small thermal power units.

By the end of 2009, a total of 55.45 million kilowatts of small-scale thermal power units had been shut down nationwide, achieving the task of shutting down 50 million kilowatts of small thermal power units in the "11th Five-year Plan" one year and a half ago, saving 64.04 million tons of raw coal and reducing carbon dioxide emissions by 1.28 Billion tons. The proportion of thermal power investment drastically shrunk to 42% of the investment in power supply, a decrease of 7 percentage points from the previous year. Among the thermal power units in service, those with a capacity of 600,000 kilowatts or more accounted for 33.4% and those with a capacity of 300,000 kilowatts or above accounted for 67.6%, an increase of 2.1 percentage points and 2.4 percentage points respectively over the previous year. Coal-fired power plants nationwide consume 339 grams of coal per kilowatt-hour, a drop of 6 grams from a year earlier.

Zhang Guobao pointed out that the structure of China's power supply is still dominated by thermal power. In order to protect the environment, deal with climate change and achieve sustainable development, the power industry is facing a very arduous task of structural adjustment. On the basis of scientifically predicting the demand for electricity from economic development, we should rationally determine the scale of power construction, spare space for the development of renewable energy, electricity and nuclear power and reasonably grasp the scale and pace of thermal power approval.

Zhang Guobao said that at present 200,000 kilowatts of pure condensate thermal power units there are 80 million kilowatts. In the future, we will expand the scope of shutting down and encourage cross-regional replacement. To meet the "big big pressure small" conditions, to give priority to approval. We should actively develop cogeneration, steadily promote the construction of large-scale coal-fired power bases and speed up the construction of power grids.
