Zhang Guobao, director of the National Energy Administration, said at the National Energy Work Conference that opened recently that my country will vigorously develop renewable energy and nuclear energy in 2010, and strive to increase the proportion of non-fossil energy in primary energy consumption by about 0.5 percentage points over the previous year.
In recent years, my country has started construction of 8 new nuclear power plants, with an approved capacity of 31.4 million kilowatts and a nuclear power capacity of 20.67 million kilowatts under construction, accounting for more than 30% of the world's nuclear power units under construction, making it the country with the largest nuclear power capacity under construction in the world. The third-generation nuclear power independent support project and the world's first batch of AP1000 units started construction in Sanmen, Zhejiang in April last year and in Haiyang, Shandong in September.
Zhang Guobao introduced that the country will actively promote nuclear power construction in 2010. Study and adjust the medium- and long-term development plan of nuclear power, accelerate the development of coastal nuclear power, and actively promote inland nuclear power projects. Strengthen nuclear power safety and quality management, grasp the pace of nuclear power approval and construction, and make nuclear power construction compatible with existing technical equipment, professional talents, and safety supervision forces. Strengthen nuclear power talent training and promote the localization of major key nuclear power equipment.
In 2009, renewable energy made significant progress. According to statistics, in the first 11 months, hydropower and wind power accounted for 29.35% of the country's newly added power generation installed capacity, an increase of 3 percentage points over the previous year. It is estimated that the annual new hydropower installed capacity will reach 17 million kilowatts, and the cumulative hydropower installed capacity will reach 190 million kilowatts; it is estimated that the annual wind power installed capacity will exceed 20 million kilowatts, with an additional installed capacity of 8 million kilowatts and a construction scale of 10 million kilowatts.
Zhang Guobao said that in 2010, the country will rationally develop hydropower, continue to focus on the construction of large hydropower stations such as Xiluodu, Xiangjiaba, Jinping 1 and 2, and Pubugou, and handle the preliminary and project approval work of hydropower stations in the middle reaches of Jinsha River and Lancang River Basin. Promote the large-scale use of wind power, continue to promote the construction of large wind power bases, especially offshore wind power, and coordinate to solve the problems of wind power market consumption and transmission in Inner Mongolia, Jiuquan, Gansu, Baicheng, Jilin, and Zhangjiakou, Hebei. In accordance with the principles of scientific planning and moderate development, start the domestic demand market for solar power generation. Build a 10MW photovoltaic power station demonstration project in Dunhuang, Gansu. Organize the construction of a number of large solar power stations in areas rich in solar energy resources. At the same time, develop and utilize biomass energy and other renewable energy sources.

By the end of 2009, a total of 55.45 million kilowatts of small thermal power units had been shut down nationwide, achieving the "Eleventh Five-Year Plan" task of shutting down 50 million kilowatts of small thermal power units one and a half years ahead of schedule, saving 64.04 million tons of raw coal and reducing carbon dioxide emissions by 128 million tons each year. The proportion of thermal power investment in the whole year was greatly reduced to 42% of power source investment, a decrease of 7 percentage points from the previous year. Among the thermal power units in service, units with a capacity of more than 600,000 kilowatts accounted for 33.4%, and units with a capacity of more than 300,000 kilowatts accounted for 67.6%, which were 2.1 percentage points and 2.4 percentage points higher than the previous year, respectively. The national coal-fired power station consumed 339 grams of coal per kilowatt-hour of power supply, a year-on-year decrease of 6 grams.
Zhang Guobao pointed out that my country's current power supply structure is still dominated by thermal power. In order to protect the environment, respond to climate change, and achieve sustainable development, the power industry faces a very arduous task of structural adjustment. We must reasonably determine the scale of power construction on the basis of scientifically predicting the demand for electricity for economic development, leave enough space for the development of renewable energy power and nuclear power, and reasonably grasp the scale of thermal power approval and construction rhythm.
Zhang Guobao said that there are still 80 million kilowatts of pure condensing thermal power units below 200,000 kilowatts. In the future, the scope of shutdown should be expanded, and cross-regional substitution should be encouraged. Priority should be given to those that meet the conditions of "upgrading large and suppressing small". We must actively develop cogeneration, steadily advance the construction of large-scale coal-fired power bases, and accelerate the construction of power grids.
